The Government of the Principality of Asturias has introduced a comprehensive, forward-looking blueprint, the Asturian Strategy Against Unwanted Loneliness, designed to run from 2025 through 2030. Unveiled in Oviedo, the initiative represents a significant institutional acknowledgment that social disconnection constitutes a critical challenge requiring a unified, multi-level response across the region. The strategy is structured around three primary pillars: establishing mechanisms for Detection and Knowledge, implementing protocols for Awareness, Prevention, and Intervention, and fostering Innovation and Networking across various sectors.
This commitment is underpinned by a substantial financial investment, with 16 million euros allocated for distribution to local municipalities to support localized anti-loneliness efforts throughout the legislative term. Vice President of the Principality, Gimena Llamedo, and Counselor for Social Rights and Welfare, Marta del Arco, guided the launch. Llamedo emphasized the strategy as an ethical commitment to a care model prioritizing human connection, aiming to blend technological advancement with genuine proximity to rebuild essential community bonds.
Asturias faces demographic realities that heighten the urgency of this plan. In 2024, the region registered 153,044 single-person households, a figure the National Statistics Institute projects will rise toward 192,000 by 2039. Furthermore, with over 28% of its population aged 65 or older, Asturias has one of the highest concentrations of older residents in the nation, a demographic segment that accounts for more than 43% of those living in solitude.
The framework addresses a broad spectrum of vulnerability factors, including economic strain, physical dependency, and disparities in technological access, mapping eight specific objectives across its three axes. A key innovation involves integrating a detection scale into the electronic social record for early identification of at-risk individuals. Additionally, the COVA platform, an artificial intelligence-based virtual coordinator for social service inquiries, is slated for debut. The initiative will also expand existing programs, such as 'Rompiendo distancias,' to include rural youth, and establish a dedicated Chair of Unwanted Loneliness in partnership with the University of Oviedo.
As Counselor Marta del Arco stated, confronting this issue demands a collective endeavor from all institutional levels and civil society to forge a more humane and equitable Asturias. This structured, multi-sectoral approach mirrors a broader European understanding that social isolation is a significant public health concern, with lonely individuals in the European Union being three times as likely to report poor health status.
