Japan's Digital Minister Unveils AI Strategy at GenAI/SUM Event

On October 7, Japan's Digital Minister, Hirakawa, delivered a keynote speech at the GenAI/SUM event in Tokyo, outlining the country's AI policy direction and its applications in digital governance.

Hirakawa, who leads the AI project team within the ruling Liberal Democratic Party, emphasized Japan's unique approach to AI policy, stating it will differ from the European Union's model. He asserted, "We will utilize existing laws and guidelines, keeping legally binding regulations to a minimum."

The Minister highlighted the mismatch between the pace of technological innovation and regulatory frameworks, noting that countries like the U.S. and U.K. effectively integrate digital innovations. Japan aims for a flexible approach, relying on guidelines and existing laws while imposing legal regulations only in high-risk areas.

Hirakawa acknowledged the necessity of some regulations, cautioning against a scenario where major tech companies report innovations to the U.S. government but not to Japan. He expressed confidence in Japan's conducive environment for AI research and development, citing significant investments from major tech firms totaling approximately 2.9 trillion yen.

Looking ahead, Hirakawa revealed plans for a 'Government AI' initiative to enhance administrative efficiency and quality, aiming to transition from uniform services to personalized, one-on-one administrative services. He pointed to AI's potential in supporting inquiries and processes within government administration.

In education, he discussed the possibility of AI tutors to cater to individual student interests, while also highlighting AI's role in assisting the elderly, suggesting its use as conversational partners.

Hirakawa's involvement in technology policy extends beyond generative AI, as he also chairs the Web3 project team within the party, advocating for blockchain and other emerging technologies. He expressed optimism about leveraging technological advancements for regional revitalization, proposing ideas like NFT experiences to enhance local economies.

He concluded by emphasizing the need to create an environment that encourages private sector investment and entrepreneurship in AI and other technologies, promoting innovation through public-private partnerships.
