France seeks to secure a joint political declaration on ethical, democratic, and environmentally sustainable AI, as well as a public-interest partnership for AI, raising 2.5 billion euros for open-source AI tools. However, the U.S. position on AI governance, under President Donald Trump, may hinder these efforts.

The summit will also address the rise of DeepSeek, which has challenged the U.S. tech industry and sparked concerns about data security and privacy. The event aims to encourage France and Europe to catch up with AI advances, with Macron hoping to support French startups like Mistral, which utilizes open-source AI models.
